Tara Lee is a young ambitious detective with the Amsterdam police force who is confronted by a number of gruesome incidents around the canals. She enlists the help of Visser, a retired detective who once nabbed a serial killer stalking those same canals. They face an adversary who seems to possess superhuman powers.
